The State Duma in the second reading approved a bill regulating the rights between telecom operators and owners of residential premises in apartment buildings. In simple terms, providers will soon have free access to the entrances to place equipment.
The text of the bill notes that residents of apartment buildings will be able to independently choose a communication service provider and enter into an individual contract with him. At the moment, this requires a decision by 2/3 of homeowners in favor of one provider or another – in practice, such a scenario is very difficult to implement.
Placing branded equipment in homes will be free for operators, but with some reservations. In particular, they bear all the costs of electricity and communication equipment. In addition, the provider will be responsible for the preservation of common property.
At the next stage, the government will approve a unified procedure and requirements that will regulate the relationship between management companies in apartment buildings and telecom operators.
